Section A is the total number of feedbacks for that category shown in the Dashboard and section B is how often each term has been used negatively and positively shown in Discover. The reason these figures are different is because there can be multiple comments within the same feedback item that match each category, these would be counted once in A and unlimited in B.
An example would be a feedback item that says "The agent was rule but the Manager was very helpful. This would add 1 to the Manner category in section A, and it would add 1 positive and 1 negative to the Manner category in section B.
To confirm, the League Table tells you how many times each category was included in the feedback items and the Talking Points table tells you how many negative to positive comments there were for each category. The only way these figures will match is if each feedback item only listed one comment for one category, but this is highly unlikely.
