Rant & Rave: Disabled User Automated Emails

Advised how the system decides who the automated emails get sent to.

NOTE: This setting is within R&R User Management App.

Administrator Users get notification emails when users are locked out of their accounts, they look like this:

The users with the Administator flag are the people who will get these emails.
