In some cases, where there is an account that is mainly setup for users to interact with an mData without having to subscribe to any active campaign. If a profile that has the status of "Profile with no subscription" texted STOP, this will result in the profile being stuck as opted out and the normal reactivation option in the UI won't work to reset that.
The workaround here is to use the /profiles/join endpoint to subscribe this profile to an Opt-in path that is setup to not send any messages. This would subscribe the profile/reactivate it (without sending any messages) and would allow the client to be able to message this user again.
