Confirmed that the opted-out profiles can not receive broadcasts, and only the profiles that are active subscribers on the account will receive broadcasts

• If a CSV file is uploaded to a group to update existing data for the profiles through an Update/Create profile process, and the CSV contains opted-out profiles, the data for these profiles will be updated.
• However, opted-out profiles will not receive broadcasts if the uploaded group was targeted for them.
• Broadcasts will only be sent to active subscribers within the uploaded group.
