Mobile Commons: Monitor Large broadcasts

The broadcast was sent successfully. 

ACLU and other clients reach out to MC support whenever they have large/full list broadcasts scheduled to go out so we can monitor. We basically keep an eye on the broadcast and make sure it's optimizing correctly (if optimized type). At the send time, we keep an eye on the progress and make sure it's sending correctly. Then we report back when the broadcast is complete.
