Mobile Commons: State level mConnect routing the calls to capitol switchboard

Need to enable zipcode collection and limiting the calls to the specific state they are targeting.

For state level mConnects that are setup to provide a list of the closest state legislators to the caller during the call (if we don't have enough address information/cannot accurately determine the legislator), it's strongly recommended to:

1- Turn on the zipcode collection option to capture the zipcode during the call.

2- If the goal of the mConnect is to route to a specific state, it's recommended to limit the calls to that state in the mConnect setup page.
