One of the reasons a broadcast is sent to 0 recipients is that the inclusion group(s) of profiles is already included in the exclusion group(s). This means the profiles are included and excluded at the same time, which results in 0 profiles receiving the broadcast. 

Always make sure to review the targeted inclusion and exclusion groups to ensure an accurate list of recipients.
