Mobile Commons: Broadcasts character count issue when using a short URL

• When the broadcast character count provides incorrect counts for the short URLs.

Confirmed that the engineering team fixed this UI glitch.

• The character count of any trackable URL is between 24 and 27 characters.
• We had an issue with the broadcasts character counter where it reserved more than 27 characters for the trackable URLs.
• This got escalated to the dev. team and fixed in 23.12.1 release
